Replies open in the default format from Settings → General → Composing, whatever the message being answered was written in. So a plain-text default answers a rich text message in plain text, and a rich text default answers a plain-text message with HTML. Either way something is lost: the formatting of the reply, or the plain text the sender chose to write in.

The composer can already switch a single draft between formats, under ⋮ → Switch to plain text / Switch to rich text, but you have to know it's there and remember to use it before writing.

When the two disagree, the composer should offer the switch for that message, without changing the default setting. The same applies to a forward, where the original's formatting is being passed on to somebody else.
